Why is marine cadastral data important for conservation and marine spatial planning?
Marine Cadastral Data Management
The Nature Conservancy’s 2010 Nationwide Comparative Assessment of State-level Marine Cadastral Data in New Jersey included a review of relevant Internet sites and an interview with Coastal Management Office in the New Jersey Department of Environmental Protection about their marine data needs and marine cadastral data management.
State Data Management: The New Jersey Office of GIS serves as the state coordinating body for GIS. They provide mapping services and work cooperatively with state agencies in support of state mapping applications and data development. New Jersey provides public access to an extensive list of state and local government spatial data through online mapping and data catalogs for download. The New Jersey Geographic Information Network (NJGIN) serves as the primary portal for public access to geospatial data.
The New Jersey Coastal Management Program is within the Department of Environmental Protection (DEP) and their data is hosted by DEP’s Bureau of GIS’s online mapping services through NJDEP. The site supports data downloads from its catalog. The Coastal Zone Office site provides links to much data of interest for marine protected areas. DEP has two online mapping applications: iMap was launched in 2008 and functions as a public GIS web application to allow users to “see” what is in their backyard; and NJ-GeoWeb, which was updated in 2010, includes a Tidelands View as well as the ability to download data.
Marine Cadastre and Supporting Data
Cadastral Reference System: The Minerals Management Service (MMS) extended the OCS grid into coastal waters for New Jersey. The grid covers the area from the 3 nautical mile State Lands Act Boundary to the Mean High Water line (MHW). The grid was registered to the NJ boundaries data including MHW. Although the grid is not yet being used, its potential was seen in two areas: 1) it would provide a consistent frame of reference across state and federal boundaries in the same way that the Public Land Survey System does; and 2) it would provide geo-referencing for the “floating” polygons that exists in coastal waters.
Supporting Reference Data
Shorelines and Bathymetry: Shorelines and bathymetry can be viewed from web mapping applications and are available for download from NJDEP.
Coastal Imagery: The New Jersey Geographic Information Network (NJGIN) includes map services and an extensive list of ortho-imagery available for download. .
Marine Jurisdictional and Submerged Lands Boundary: The state and county boundary is inclusive of the Submerged Land Act Boundary. Shoreline data goes to the MHW. Both data sources are available from NJGIN. The submerged lands boundaries are generally defined by the OCS grid (see Cadastral Reference) but it is not available online. It will be necessary to contact the Coastal Management Office to acquire this data.
Ownership, Leases and Other Authorizations: The state assumes ownership below the MHW. No data sources for leasing information were identified. Currently (2011) there is a project underway to collect information on tideland claims and historic submerged grants.
Marine Managed Areas: DEP is responsible for the marine managed areas. The DEP iMap site provides online mapping and data download for these areas.
Local Parcel Information: The NJGIN Explorer provides a catalog and links to local government parcel data. Access to the data is dependent upon the county. This list should be current. Parcel data is also included in NJDEP NJ-GeoWeb. Information includes lot and block as well as parcel id which can be used to acquire more detailed information about the properties from the local governments.

- i-Map NJ DEP (web page). A DEP environmental mapping tool that allows users to view and query the NJDEP's Geographic Information System (GIS) data. Some of the layers included on the site are open spaces, various regulatory boundaries, sensitive lands and watersheds.
- New Jersey Department of Environmental Protection’s Bureau of Geographic Information Systems (web page). DEP’s GIS web site provides access to a variety of spatial data managed by DEP. The site includes an online mapping tool dedicated to tidelands (web site).
- New Jersey Geographic Information Network (NJGIN) (web site). The NJGIN site serves as the NJ Spatial Data Portal providing map services and catalogs of the state’s geospatial data.

The term submerged lands is used here to refer to tidal waters lying between the high water mark and the seaward extent of the state’s jurisdictional limit, which for most states is three nautical miles (i.e., the Submerged Lands Act Boundary). See the Submerged Lands definitions page for specific terminology used in each state.
