Why is marine cadastral data important for conservation and marine spatial planning?
Marine Cadastral Data Management
The Nature Conservancy’s 2010 Nationwide Comparative Assessment of State-level Marine Cadastral Data in New York included an interview with the New York Offshore Spatial Planning Office in the Ocean and Great Lakes Program (OGLP) and a review of relevant Internet sites. The OGLP completed a follow up inventory of state marine cadastral data (pdf).1
State Data Management: New York’s GIS Coordinating Body operates under the auspices of the Office of Cyber Security. It is responsible for coordinating GIS activities in the state and maintains New York State’s GIS Clearinghouse (NYSGIS Clearinghouse), which provides a central catalog of geospatial data organized by theme, geography and source agency. The New York Ocean and Great Lakes Ecosystem Conservation Council (OGLECC) is the lead organization for coordinating management efforts for the Great Lakes and coastal waters. OGLECC is made of nine key state agencies whose objective is to lay a foundation for implementing an Ecosystem‐based Management (EBM) approach for the long‐term sustainability of the Great Lakes and coastal areas. The OGLECC is supported by the Ocean and Great Lakes Program (OGLP) in the Department of State who manages the online New York Ocean and Great Lakes Atlas Data Viewer (Atlas). The OGLP is not a data developer; they are a compiler of data resources from different agencies. The data that is viewed on the Atlas should be available from the NYSGISC.
Marine Cadastre and Supporting Data
Cadastral Reference System: The OGLP has begun gathering data for the first phase of the OGLECC’s offshore spatial plan. NOAA is helping with the biological and geomorphological data. The infrastructure data (e.g., shipwrecks, buoys, cables, etc.) has been gathered. As of 2011 the OGLP is working to gather data on minimum requirements for wind energy development (50 m bathymetric line, wind speed maps, bottom substrate) and marine cadastral data, including federal offshore lease blocks from Federal Bureau of Ocean Energy (BOE). The OCS grid block system will be extended into NY coastal waters for analytical purposes. The National Center for Coastal Ocean Science will be using the OCS grid blocks to re-aggregate one data set that currently exits in ten-minute blocks. There are no other immediate plans for the use of the inshore OCS grid by New York.
Supporting Reference Data
Shorelines and Bathymetry: Shorelines are available from the OGLECC Atlas. High-resolution bathymetry and benthic mapping is one of the OGLECC’s priority spatial data needs. At the current time (2011) there are no resources available to update the bathymetry. Lake contours were found (while bathymetry was not found) in the NYSGIS Clearinghouse.
Coastal Imagery: Coastal imagery is available through the NYSGIS Clearinghouse both as a data download and as a map service.
Marine Jurisdictional and Submerged Lands Boundaries: The Atlas displays large-scale relevant marine boundaries, which are available for download from the NYSGIS Clearinghouse. The submerged lands boundaries are currently not defined but once the OCS grid becomes available it will provide a general definition of submerged lands. The OGLECC should be contacted for more information.
Ownership, Leases and Other Authorizations: The state assumes ownership below the HWL. Data sets have not been found for state submerged land parcels. It would be reasonable to assume that they would be found in the local government parcel databases. Leases in NY include cables and pipelines that are maintained by the Office of General Services and the Public Service Commission, which should be available on NYSGIS Clearinghouse. Dredge disposal sites are available in the OGLECC’s Atlas.
Marine Managed Areas: The Atlas identifies the marine managed areas; this data should also be available for download from NYSGIS Clearinghouse.
Local Parcel Information: Statewide point feature tax parcels are available on the NYSGIS Clearinghouse. Parcel boundary files are also available by county and municipality. Local governments may be contacted individually to determine the local availability of parcel data (see local parcel information, below).
GIS Portals
- New York State Geographic Information Systems Clearinghouse (NYSGIS Clearinghouse). The central clearinghouse for New York State’s geospatial assets. The data is organized by theme, geography and source agency. Many of the data sets are available for download but some, such as parcel address points, are restricted to Cooperative Members. The NYSGIS Clearinghouse will need to be contacted to determine how to acquire the restricted data. (web site)
- OGLP Atlas. The Atlas is an online mapping program that in 2010 published over 200 environmental data sets relevant to the New York Great Lakes and coastal areas (web site). The Atlas is supported by the OGLECC and eventually 900 data sets will be brought under its umbrella (web site).

The OGLECC provides a Data Catalog in a pdf format that identifies the sources of data in their Atlas. If data in the catalog is not to be found in the NYGIS Clearinghouse it is suggested that the source agency be contacted directly.

The term submerged lands is used here to refer to tidal waters lying between the high water mark and the seaward extent of the state’s jurisdictional limit, which for most states is three nautical miles (i.e., the Submerged Lands Act Boundary).
