Oregon Maps

The Nature Conservancy took a close look at spatial data resources for Oregon’s ocean and coastal lands in 2007. The resulting report, Oregon Submersible and Submerged Lands Ownership and Leasing Spatial Data Assessment and Development (download pdf, 464k), reviews the available data in detail. In some cases, TNC obtained or created spatial data that is not currently available through the web (these are noted below). Please Contact Us if you would like access to this data.

Why is marine cadastral data important for conservation and marine spatial planning?

Marine Cadastral Data Management

The Nature Conservancy’s 2010 Nationwide Comparative Assessment of State-level Marine Cadastral Data in Oregon included an interview with the Oregon Department of State Lands1 and a review of relevant Internet sites.

State Data Management: The Oregon Geospatial Enterprise Office (GEO) provides GIS coordination for state agencies. GEO publishes and maintains the Oregon Geospatial Data Clearinghouse. The West Coast Habitat Server provides an extensive list of relevant data that can be viewed and downloaded.

Marine Cadastre and Supporting Data

Cadastral Reference System: The Oregon Department of State Lands (DSL) was responsible for the creation and oversight of the development of the offshore three-mile limit survey line; DSL is the natural lead for any marine cadastral activities. Oregon does not have a marine cadastre but there have been two recent projects to evaluate the use of different grid systems in coastal waters that would meet those objectives. The state worked with the Minerals Management Service (MMS) in 2002 – 2003 to extend the OCS grid into coastal water, but the grid was never officially adopted. The Bureau of Land Management developed a protracted grid diagram of the PLSS for use as an offshore cadastre (2010), which will soon be evaluated.

Orthoimagery and government jurisdictional boundaries were the only supporting reference data that was found on Oregon portals.

  • Oregon Coastal Atlas. Internet map server and archive of over 3,300 geospatial data sets. (web site)
  • Oregon Geospatial Enterprise Office (web site). Includes the Oregon Geospatial Data Clearinghouse (web page) with spatial data library, interactive mapping, and a list of Oregon map sites (web page). The site has a wide variety of GIS data layers available for download or through on online data viewer. However, it does not include comprehensive data on parcel ownership or authorized uses in ocean and coastal waters.
  • West Coast Habitat Server (WCHS). Interactive web mapping application for the display and investigation of marine geological, oceanographic, and fisheries datasets within the California Current Large Marine Ecosystem. The viewer presents a wealth of information preloaded and supports spatial queries, data downloads, and print capabilities. The PaCOOS Portal within the WCHS provides an integrated search environment. Data can be downloaded. (web site)

The term submerged lands is used here to refer to tidal waters lying between the high water mark and the seaward extent of the state’s jurisdictional limit, which for most states is three nautical miles (i.e., the Submerged Lands Act Boundary). See the Submerged Lands definitions page for specific terminology used in each state.

Submerged Lands Boundaries

The Nature Conservancy obtained a shapefile of the Oregon Territorial Sea through the GIS office at the Oregon Department of State Lands. The territorial sea overlies submerged and submersible lands. A similar representation can probably be derived from the downloadable layer below.

Alternatively, one may view a representation of submerged and submersible lands online by turning on both of the following layers in the Oregon Coastal Atlas. Oregon’s coastal submersible and submerged lands are those areas of the coastal zone seaward of the shoreline.

Ownership

Submerged Lands Parcels

The Nature Conservancy obtained from the Oregon Department of State Lands a shapefile showing Estuary Ownership as of 1997. Attribute data indicates private, state or other ownership. Data does not cover submerged or submersible lands along the ocean-facing coast. Specific requests to the Department of State Lands are necessary to obtain this data.

Leases and Other Use Authorizations

Aquaculture and Shellfish

Working from hardcopy data at the Oregon Department of Agriculture, The Nature Conservancy developed a data layer showing aquaculture leases in Yaquina Bay. As of September 2007, The Oregon Department of Agriculture was reportedly digitizing all of the aquaculture leases in the state.

Other Use Authorizations

While there are approximately 400 waterways leases affecting submerged and submersible lands issued by the Oregon Department of State Lands , TNC found only limited, non-spatial data. The Nature Conservancy was able to obtain a shapefile of 208 permitted and unpermitted shoreline protection structures through the Oregon Department of Land Conservation and Development. The Oregon Department of Parks and Recreation, which reviews Ocean Shore Permits for such structures, has posted permit decisions dating from 2004 to 2007 on the web.

Marine Managed Areas

No state data was found on marine managed areas.
